  42.                         INTERNET NIGHT - MAY 1ST
  43.  
  44. The TBOUG meeting on May 1, 1996, will be devoted to the
  45. Internet.  If you don't know a WWW from an FTP, or want to find 
  46. out what a YAHOO is, this meeting on how to use the Internet
  47. is for you.  Instead of our normal agenda and format, we will
  48. conduct three concurrent sessions on the Internet beginning at 
  49. 5:45pm, followed by the dinner break and general announcements, 
  50. and then repeating the three sessions (so that you can attend a 
  51. session you may have missed the first time).
  52.  
  53. SESSION 1 - "Internet Introduction" - Joe May will introduce the 
  54. different aspects of the Internet, (e.g. FTP, GOPHER, and the Web) 
  55. with an emphasis on finding information.  This will primarily be a 
  56. verbal presentation and is geared toward the end-user who wants to 
  57. access the Internet beyond e-mail.  Contingent upon phone line 
  58. availability, a computer demonstration will be provided.  Primary 
  59. goals of the presentation are to give the user an overall perspective 
  60. on the Internet, as well as providing information on which tools are 
  61. likely to retrieve the desired information.

  63. SESSION 2 - "Writing HTML" - Tim Bryce will present a session on how 
  64. to write a web page with HTML (HyperText Markup Language).  During his 
  65. demonstration Tim will show how to implement text, graphics, sound and 
  66. motion, along with establishing links to other web sites.  Tim's 
  67. presentation will be based on his experience in designing and developing 
  68. one of the best known OS/2 sources of information available on the Internet,
  69. the OS/2 CONNECT Newsletter.

  71. SESSION 3 - "Commercial Networks" - John Tardy will present a session 
  72. on using America Online (AOL) as an Internet provider and how to use it 
  73. to do some of the things Joe May will present in his session.  In addition, 
  74. time permitting, he will present some OS/2 sites on the WEB and where to 
  75. get OS/2 information on both AOL and CompuServe.
  76.

  236. The Tampa Bay OS/2 Users' Group (TBOUG) is a not-for-profit, vendor-independent
  237. association dedicated to the effective use of IBM's OS/2 operating system.
  238. Members of TBOUG are OS/2 licensees from around the Tampa Bay area of
  239. Florida.  There are two types of membership in the user group:
  240.  
  241. CORPORATE MEMBERSHIP allows a company to sponsor many employees to attend
  242. user group functions.  There is one (1) vote associated with a corporate
  243. membership and the company must appoint an official voting delegate.  The
  244. price for an annual corporate membership is $200.*
  245.  
  246. INDIVIDUAL MEMBERSHIP allows an individual to join the user group and
  247. entitles him/her to the same rights and privileges as the corporate
  248. member, except the individual has a one-tenth (1/10) membership vote.
  249. The price for an individual membership is $20.*
  250.  
  251. *  Membership fees are prorated on a quarterly basis (operating year
  252.    is January to December).  
  253.  
  254. The association is governed by a set of bylaws and an Executive Board.
  255. Members can attend meeting functions (monthly meetings and committee
  256. meetings) at discounted rates, and are provided free access to the user
  257. group's Bulletin Board Service (BBS).  Membership applications should

  1029. MERLIN TO INCLUDE INTEGRATED SPEECH NAVIGATION AND DICTATION

  1031. Details of the next release of OS/2, code named "Merlin," are
  1032. beginning to surface.  Although it has long been known that
  1033. Merlin will include a new graphical interface and better client
  1034. support for all major network operating systems, inclusion of
  1035. voice support has been questionable.  Until now.  IBM has confirmed
  1036. that Merlin will include integrated speech navigation and
  1037. dictation.  This will allow a user to interact with the computer
  1038. more easily.  Incorporation of speech recognition has been long
  1039. anticipated and will be one of the main selling features of the
  1040. product.
  1041.  
  1042. Additional details regarding Merlin will be released at the
  1043. IBM OS/2 Warp TeleSeminar scheduled for Monday, April 29th.  For

  1059. support of Team OS/2 activity in North America for 1996. 
  1060. IBM will also support PC user groups and OS/2 special 
  1061. interest groups in 1996.

  1064. activity, and we are committed to supporting this user 
  1065. community.  IBM will continue to request invitations to

  1076. accomplished for OS/2, and would very much like to see that 
  1077. enthusiastic support for the product continue.  Teamers who 
  1078. hold OS/2 demonstrations will continue to receive materials 
  1079. for events from IBM.  The support staff will do more to
  1080. communicate information from IBM to Team OS/2, using mailing 
  1081. lists and echoes to publish this information.  We'll take 
  1082. Teamer requests and concerns back to IBM.  And we'll encourage 
  1083. Teamers to help fellow Teamers in promoting and supporting 
  1084. OS/2.  With the upcoming beta of Merlin, we want to have 
  1085. Teamers help make the new version of Warp as successful as 
  1086. possible.

  1156. CANTON, MI (April 15, 1996) Stardock Systems, Inc., is set to release the
  1157. first major revision of its best-selling Object Desktop, a powerful desktop
  1158. environment for OS/2 2.11 or later.  The new Version 1.5 incorporates
  1159. enhancements that enable users to seamlessly backup and restore Workplace
  1160. Shell objects, replicate entire desktops for distribution to co-workers or
  1161. across an enterprise, integrate Internet Web sites and e-mail operations with
  1162. the desktop, monitor laptop battery power and much more.
  1163.  
  1164. "We have worked to make Object Desktop a must-have product for OS/2
  1165. users," said Brad Wardell, President of Stardock Systems.  "For this version,
  1166. we enlarged our original development team to include former IBM Workplace
  1167. Shell developers, and the new team addressed the Workplace Shell's
  1168. performance and compatibility as well as new features requested by 
  1169. corporate and SOHO users."

  1171. One impressive new feature is Object Package, a new type of Workplace
  1172. Shell container that stores any object type along with it's custom
  1173. properties, including tailored icons, folder background changes, view 
  1174. types and program and printer settings.  This makes it easy to backup 
  1175. the desktop, share files and objects with other users and quickly clone 
  1176. entire desktops across an enterprise.  Standard reports, such as INI.RC 
  1177. files, REXX scripts and hierarchical reports, can also be generated 
  1178. directly from the package file.

  1180. A new Internet Shell lets users easily visit Internet Web sites, send an
  1181. e-mail or perform other Internet operations with a simple double-click on any
  1182. Internet object, eliminating time-consuming sessions with their Web 
  1183. browsers.  The product comes loaded with hundreds of built-in Internet objects ranging
  1184. from software vendors to music, government and trade publications, and it
  1185. also permits users to add their own with a simple drag-and-drop operation.
  1186.  
  1187. Performance has also been increased across the entire system with
  1188. upgrades that permit faster opening of folders, faster object browsing 
  1189. and batch archive operations.
  1190.  
  1191. Other advanced features include:
  1192.  
  1193. Object Navigator:  This industrial-strength file manager has been
  1194. enhanced to make it easier to copy files between drives, select files via
  1195. attributes (e.g. *.txt), create new folders, filter objects, select objects,
  1196. etc.  Object Navigator also now enables users to specify multiple drives and
  1197. directories as root folders on the Tree pane.
  1198.  
  1199. Enhanced Folder:  each Workplace Shell folder is given a 
  1200. status bar that summarizes the number of objects stored in the folder, as 
  1201. well as how many objects are selected along with their size.  "Browse Mode" 
  1202. eliminates desktop window clutter by displaying a subfolder's content inside 
  1203. the original parent window, then making it possible to browse backward to the original
  1204. folder with one click.  A new Rollup button also helps reduce desktop clutter
  1205. by permitting users to "roll up" windows by displaying just the titlebar.
  1206.  
  1207. Object Archives:  The new Object Archive feature makes it easier to
  1208. work with files within compressed archives by transforming archived ZIP, LZH
  1209. and ARC files into enhanced folder-like objects for instant access.  For
  1210. example, users can now place all graphics files into one ZIP file called
  1211. "Graphics.zip," then open it like a folder and double-click on the file they
  1212. want to load.
  1213.  
  1214. Control Center:  This feature manages multiple desktops, monitors
  1215. system's resources and launches program and browse folders.  A new battery
  1216. monitor enables mobile users can to track battery level.  Another new feature
  1217. makes it possible to map off part of the screen so the Control Center is
  1218. always visible to the user.  Finally, a feature called "auto-hide" makes the
  1219. whole Control Center disappear when it is not needed.
  1220.  
  1221. HyperCache:  This feature lets users cache frequently used 
  1222. folders, then opens them instantly after bootup for rapid access.  The related
  1223. HyperDrive feature speeds presentation of folder content after opening by
  1224. streamlining the usually lengthy process of file attribute searching.
  1225.  
  1226. Object Desktop 1.5 is scheduled to begin shipping at the IBM Technical
  1227. Interchange (April 22) for a price of $89.95.  Users who purchased Object
  1228. Desktop v1.0 after April 1 can upgrade to v1.5 free of charge.  Upgrade price
  1229. for other v1.0 users is $37.00. Stardock will continue to support v1.0 until
  1230. the end of the year with technical support and "Fixkits".

  1434. ARTICLE I  NAME
  1435.  
  1436. Section A  The name of this organization shall be the "Tampa Bay OS/2 Users'
  1437. Group," hereinafter called the Association.  OS/2 is defined as a computer
  1438. operating system marketed by IBM.  OS/2 and IBM are the registered trademarks
  1439. of the International Business Machines Corporation.
  1440.  
  1441. ARTICLE II  PURPOSE
  1442.  
  1443. Section A  The objectives of this Association shall be:
  1444.  
  1445. 1.  To provide a forum for OS/2 users in the Tampa Bay area of Florida.
  1446.  
  1447. 2.  To promote the effective use of OS/2.
  1448.  
  1449. 3.  To provide a formal communications channel between the members and
  1450.     the OS/2 vendor, IBM.
  1451.  
  1452. 4.  To provide a vehicle to communicate with other OS/2 related
  1453.     user groups.
  1454.  
  1455. Section B  Achievement of the objectives shall be accomplished by:
  1456.  
  1457. 1.  Planning and conducting meetings of the Association.
  1458.  
  1459. 2.  Developing and maintaining an electronic messaging system (e.g.
  1460.     "bulletin board" and/or "group ware") to facilitate the exchange of
  1461.     ideas and communications between members.  Such a service is to
  1462.     act as a "clearing house" for its members to research OS/2 related
  1463.     subjects and problems, disseminate pertinent news, and share public
  1464.     domain software.
  1465.  
  1466.     Use of such electronic services is made available to Association members
  1467.     on a strictly voluntary basis and at their own risk.  The Association and
  1468.     the Executive Board will not be responsible for any direct, indirect,
  1469.     incidental, special or consequential damages including, for example,
  1470.     loss of profits resulting from the use of the "bulletin board" service or
  1471.     software obtained from the service, even if the Association has
  1472.     been advised of the possibility of damages.
  1473.  
  1474. 3.  Developing and maintaining a list of suggested modifications/improvements
  1475.     to OS/2 for consideration by IBM.
  1476.  
  1477. 4.  Developing and maintaining a list of problems ("bugs") associated
  1478.     with OS/2 for correction by IBM.

  1480. 5.  Developing and maintaining a list of suggested standards pertaining to
  1481.     OS/2 for consideration by IBM.

  1483. 6.  Developing and maintaining a list of members of the Association.

  1485. 7.  Developing and maintaining a reference library of Association related                                                  documentation (e.g., minutes of board meetings, published proceedings,

  1488. 8.  Voluntary participation in OS/2 promotional activities (e.g., seminars,

  1491. ARTICLE III  MEMBERSHIP
  1492.  
  1493. Section A  Classes of Membership
  1494.  
  1495. 1.  There will be two classes of membership, a Corporate Membership, and
  1496.     an Individual Membership.
  1497.  
  1498. 2.  Each Corporate Membership is entitled to one (1) vote.
  1499.  
  1500. 3.  Each Individual Membership is entitled to one tenth (1/10) of a vote.
  1501.  
  1502. Section B  Qualification
  1503.  
  1504. 1.  A membership may be held by any company, organization, or
  1505.     individual with an OS/2 license.
  1506.  
  1507. 2.  Qualification for membership shall be automatic unless in the judgment
  1508.     of the Executive Board this membership would not be consonant with the
  1509.     spirit of the Association.
  1510.  
  1511. Section C  Application
  1512.  
  1513. 1.  Application for membership must be made by writing to the Secretary
  1514.     of the Association.
  1515.  
  1516. 2.  The application for Corporate Membership shall designate an
  1517.     individual to serve as that corporation's voting delegate.  The member
  1518.     corporation may designate its delegate at any time by written notice
  1519.     to the Secretary.
  1520.  
  1521. 3.  The Executive Board shall promptly act to accept or reject an application
  1522.     for membership.
  1523.  
  1524. Section D  Fees
  1525.  
  1526. 1.  An annual membership fee will be established by the Executive
  1527.     Board to cover the operating expenses of the Association.  The
  1528.     membership fee is payable to the Treasurer at the time of applying
  1529.     for membership.  If membership application is rejected, the fee will
  1530.     be returned to the applicant.
  1531.  
  1532. 2.  Registration fees will be used to cover the cost of meetings.  The
  1533.     amount of the fee will be established from time to time by a
  1534.     committee consisting of the Secretary, Treasurer, and the
  1535.     Program Chairman and submitted by that committee to the
  1536.     Executive Board for approval.  The registration fee is payable to
  1537.     the Treasurer or other designated agent and is payable by each
  1538.     person attending the meeting (with the exception of guests of the
  1539.     Association).
  1540.  
  1541. Section E  Termination of Membership
  1542.  
  1543. 1.  Membership terminates when qualification for membership ceases to
  1544.     exist.
  1545.  
  1546. 2.  A membership may be terminated by notification in writing to the
  1547.     Association Secretary from the corporate delegate of a Corporate
  1548.     Membership, or an individual for an Individual Membership
  1549.  
  1550. 3.  Membership shall expire on January 1 of each year unless the
  1551.     member's annual fee is received by the Secretary prior to that date.
  1552.  
  1553. 4.  The Secretary will notify the member by letter that such termination
  1554.     has occurred.  Re-instatement may be requested by letter to the President.
  1555.  
  1556. ARTICLE IV  GOVERNMENT
  1557.  
  1558. Section A  Executive Board of Directors
  1559.  
  1560. 1.  Executive Board - The government of this Association shall be vested
  1561.     in the Executive Board, which shall consist of nine members.
  1562.  
  1563. 2.  Officers - The executive officers shall be:  the President, the Vice-
  1564.     President, the Secretary, and the Treasurer.
  1565.  
  1566. 3.  Executive Board Members - The Executive Board shall consist of the
  1567.     executive officers, acting ex officio in their respective capacities, the
  1568.     immediate Past President, and sufficient additional members to total
  1569.     nine.
  1570.  
  1571. 4.  The tenure of an officer or Executive Board member shall terminate if the
  1572.     incumbent becomes ineligible to hold office.
  1573.  
  1574. 5.  A majority of the Executive Board is a quorum.
  1575.  
  1576. Section B  The President shall:
  1577.  
  1578. 1.  Be the principal executive officer.
  1579.  
  1580. 2.  Participate as an executive officer of the Executive Board of the
  1581.     Association.
  1582.  
  1583. 3.  Provide for committees as described in Article VII.
  1584.  
  1585. 4.  Preside over all formal meetings and Executive Board meetings of the
  1586.     Association.
  1587.  
  1588. 5.  Be ex officio a member of all committees.
  1589.  
  1590. 6.  Provide for the discharge, pro tempore, of necessary functions in the
  1591.     event of the absence or incapacity of a member.
  1592.  
  1593. 7.  Call all Executive Board meetings.
  1594.  
  1595. Section C  The Vice President shall:
  1596.  
  1597. 1.  Participate as an executive officer of the Executive Board of the
  1598.     Association.
  1599.  
  1600. 2.  Be of official service to the President.
  1601.  
  1602. 3.  Perform the duties, pro tempore, of the President in case of Presidential
  1603.     absence.

  1605. 4.  Act as Chairman of the Program Committee.

  1607. Section D  The Secretary shall:

  1609. 1.  Participate as an executive officer of the Executive Board of the
  1610.     Association.

  1612. 2.  Publish and maintain the minutes of Executive Board meetings.

  1614. 3.  Be responsible for all official publications of the Association.

  1616. 4.  Maintain the membership roster and make copies available for

  1619. 5.  Be responsible for all official correspondence with IBM.

  1621. 6.  Participate in the recommendation of registration fees for
  1622.     meetings of the Association.  This responsibility is jointly
  1623.     held by the Secretary, the Treasurer, and the Program Chairman.

  1625. Section E  The Treasurer shall:

  1627. 1.  Participate as an executive officer of the Executive Board of the
  1628.     Association.

  1630. 2.  Be responsible for all monies of the Association.

  1632. 3.  Maintain all accounts and handle all financial transactions of the
  1633.     Association and prepare and issue to each member an annual
  1634.     financial statement of the Association.

  1636. 4.  Prepare and maintain an operating budget by fiscal year for the
  1637.     Association.  An approval of the budget by the Executive Board is required.
  1638.  
  1639. 5.  Arrange for an annual audit of the financial accounts of the Association.
  1640.     An Audit Committee consisting of at least three (3) members of the
  1641.     Association will be appointed by the President.  Said committee will
  1642.     review their findings with the Executive Board for approval.
  1643.  
  1644. 6.  Participate in the recommendation of registration fees for
  1645.     meetings of the Association.  This responsibility is jointly
  1646.     held by the Secretary, the Treasurer, and the Program Chairman.
  1647.  
  1648. 7.  Collect all fees pertaining to membership and registration for
  1649.     meetings.  The Treasurer may appoint a member to collect
  1650.     fees in the event of his/her absence.
  1651.  
  1652. Section F  Scope:
  1653.  
  1654. The duties of the Executive Board and the officers shall include but not be
  1655. restricted to those named in this article.
  1656.  
  1657. ARTICLE V  Nomination and Election
  1658.  
  1659. Section A
  1660.  
  1661. 1.  The Nominating Committee shall present a slate of candidates for each
  1662.     office at the last scheduled public meeting of the Association.  This
  1663.     committee will be chaired either by the Past President or a delegate
  1664.     member appointed by the President.
  1665.  
  1666. 2.  Additional nominations may be appended to the slate of officers upon
  1667.     receipt by the Nominating Committee, before the close of the meeting, of a
  1668.     petition signed by seven (7) delegate members.  No delegate may sign more
  1669.     than one petition for the same office.
  1670.  
  1671. 3.  Elections shall occur during the course of that meeting.
  1672.  
  1673. 4.  Election shall be by secret ballot cast by delegate members.
  1674.  
  1675. 5.  Absentee ballots are not permitted.
  1676.  
  1677. 6.  A candidate is elected upon receiving a majority of the votes for the
  1678.     office.  Should the first ballot fail to produce a majority vote for any
  1679.     office(s), a run-off shall be held between the two candidates receiving
  1680.     the highest and second highest number of votes cast for the office(s).
  1681.  
  1682. 7.  The procedure for electing the remaining members of the Executive
  1683.     Board shall be as follows.  Each delegate member may vote for as many
  1684.     candidates as there are vacancies to be filled.  Those candidates,
  1685.     equal in number to the actual number of vacancies to be filled,
  1686.     receiving the highest number of votes shall be declared elected to the
  1687.     Executive Board.  In the case of a tie which results in a conflict, a
  1688.     run-off between the tied candidates shall be held to fill the vacancies
  1689.     remaining.
  1690.  
  1691. 8.  Elected officers and Board members shall assume their duties upon
  1692.     adjournment of that meeting.
  1693.  
  1694. Section B  Vacancies
  1695.  
  1696. 1.  In the event the office of President becomes vacant, the Vice
  1697.     President shall succeed to the Presidency.
  1698.  
  1699. 2.  When any other office becomes vacant, the Executive Board shall
  1700.     act to fill the office for the unexpired term.  They shall use such
  1701.     procedures for this as they deem advisable under the circumstances,
  1702.     including if they wish, the holding of a special election with
  1703.     balloting conducted by mail.
  1704.  
  1705. Section C  Eligibility
  1706.  
  1707. 1.  Only member delegates are eligible to be officers or Executive Board
  1708.     members.
  1709.  
  1710. 2.  No restriction shall be placed on the number of times a person may be
  1711.     re-elected to office except that a Presidential incumbent is not eligible
  1712.     for re-election of a second consecutive term.
  1713.  
  1714. 3.  No nomination shall be accepted unless the nominee has given assurance
  1715.     of willingness to fulfill the responsibilities and duties of the office
  1716.     for which he is nominated.
  1717.  
  1718. 4.  Employees and relatives of IBM and its subsidiaries are ineligible to serve
  1719.     as officers or members of the Executive Board.  However, IBM can appoint
  1720.     an official non-voting representative(s) to act as vendor liaison at
  1721.     Executive Board meetings and committee meetings.
  1722.  
  1723. Section D  Duties of Officers
  1724.  
  1725. The Executive Board shall:
  1726.  
  1727. 1.  Establish official policy for the Association.  This includes a code of
  1728.     conduct and standard practices to be observed at all Association functions.
  1729.  
  1730. 2.  Monitor and supervise all Association related activities.
  1731.  
  1732. 3.  Establish fees for membership and registration for meetings.
  1733.  
  1734. 4.  Sanction special projects related to the Association.
  1735.  
  1736. 5.  Control the distribution of the Association membership roster to parties
  1737.     internal and external to the Association.
  1738.  
  1739. ARTICLE VI  MEETINGS
  1740.  
  1741. Section A  Definitions for Meetings of the Association
  1742.  
  1743. 1.  A formal meeting is an event composed of one or more scheduled
  1744.     sessions for the general membership of the association.  The sessions
  1745.     may be concurrent and/or contiguous for each day of the meeting.
  1746.     A formal meeting is completed when adjourned 'sine die.'
  1747.  
  1748. 2.  The Executive Board will conduct separate meetings to conduct the
  1749.     business of the Association.  Board meetings will be open to all
  1750.     members.
  1751.  
  1752. 3.  Committees will conduct separate meetings to discuss pertinent
  1753.     topics of interest.  Committee meetings will be open to all members.
  1754.  
  1755. Section B  Schedules
  1756.  
  1757. 1.  Formal meetings will be conducted once a month.  Locations for these
  1758.     meetings shall be selected by the Executive Board based on the
  1759.     recommendations of the Program Committee.
  1760.  
  1761. 2.  Executive Board meetings will be conducted at least four times a year.
  1762.     The President shall select the meeting location.
  1763.  
  1764. 3.  Committee meetings will be conducted periodically as determined by
  1765.     the committee.  The Committee Chairman shall select the meeting location.
  1766.  
  1767. Section C  Meeting Preliminaries
  1768.  
  1769. 1.  The agenda and other particulars for a formal meeting shall be distributed
  1770.     by the Association Secretary to the members at least one week prior to the
  1771.     opening day of the formal meeting.
  1772.  
  1773. 2.  The agenda and other particulars for a board meeting shall be distributed
  1774.     by the Association President to the members of the Executive Board at
  1775.     least one week prior to the opening day of the board meeting.
  1776.  
  1777. 3.  The agenda and other particulars for a committee meeting shall be
  1778.     distributed by the Committee Chairman to interested members at least
  1779.     one week prior to the opening of the committee meeting.
  1780.  
  1781. Section D  Attendance
  1782.  
  1783. Attendance at all meetings is limited to members and guests invited by
  1784. the Executive Board.
  1785.  
  1786. Section E  Proceedings
  1787.  
  1788. A recording secretary shall be assigned for each meeting.  For formal
  1789. meetings and board meetings, this will be the Association Secretary.
  1790. For committee meetings, the Chairman will appoint a member to record
  1791. the events in a fashion acceptable to the Association Secretary.
  1792.  
  1793. Section F  Restriction
  1794.  
  1795. 1.  No member or guest of the Association shall engage in employment
  1796.     recruiting and/or interviewing at and during any meeting.
  1797.  
  1798. 2.  Meetings of the Association shall not be used as a vehicle for direct
  1799.     solicitation of business.  To clarify, the Executive Board or a Committee
  1800.     Chairman may from time to time invite a vendor or consultant to a meeting
  1801.     to describe their product and/or service.  In this event, the vendor/
  1802.     consultant can describe their product/service and pricing structure to the
  1803.     general membership in attendance, but must avoid direct solicitation for
  1804.     business from individual members during the meeting.
  1805.  
  1806. Section G  Meetings
  1807.  
  1808. The date and location of any meeting to be sponsored by the Association or
  1809. by any of its committees must be coordinated with the Vice President before
  1810. being formally scheduled or announced.
  1811.  
  1812. ARTICLE VII  COMMITTEES
  1813.  
  1814. Section A  Establishment of Committees
  1815.  
  1816. 1.  A committee and its charter are established by the Association President
  1817.     with the approval of the Executive Board.
  1818.  
  1819. 2.  The Chairman is appointed by the President with the approval of the
  1820.     Executive Board.
  1821.  
  1822. 3.  The Chairman appoints the members of the committee.  However, a
  1823.     committee may be as small as one (1) member.
  1824.  
  1825. 4.  The Chairman shall keep the Association Secretary informed, on a
  1826.     timely basis, of the membership and activities of the committee.
  1827.  
  1828. 5.  A committee may be dissolved, or its charter modified, or its chairman
  1829.     removed by the President with the approval of the Executive Board.
  1830.  
  1831. ARTICLE VIII  COMMUNICATIONS
  1832.  
  1833. Section A  Distribution
  1834.  
  1835. The official distribution of information to the members shall be through
  1836. the Association Secretary.
  1837.  
  1838. Section B  Nature of Material
  1839.  
  1840. Material sent to the Association Secretary for distribution is considered
  1841. non-proprietary and unclassified.  Material is unequivocally subject by
  1842. the Secretary and the Association.
  1843.  
  1844. Section C  Library
  1845.  
  1846. A library of material will be maintained by the Association Secretary in a
  1847. manner to be determined by the Executive Board.
  1848.  
  1849. Section D  Association Communication with the Vendor
  1850.  
  1851. All official communications between the Association and the OS/2 vendor,
  1852. IBM, about matters of Association business must be conducted through
  1853. the Association President, or through such individual(s) as he/she may
  1854. designate.
  1855.  
  1856. ARTICLE IX  PARLIAMENTARY AUTHORITY
  1857.  
  1858. Section A
  1859.  
  1860. "Robert's Rules of Order" shall prevail except that where they
  1861. conflict with these bylaws, the bylaws shall govern.
  1862.  
  1863. ARTICLE X  AMENDMENT OF THE BYLAWS
  1864.  
  1865. Section A  Proposals
  1866.  
  1867. Amendments to the bylaws may be processed by action of the Executive
  1868. Board or by a petition to the Association Secretary of seven (7) or more
  1869. members.  Notice of a proposed amendment must be distributed to the
  1870. membership at least one month prior to the formal meeting at which
  1871. discussion is expected.
  1872.  
  1873. Section B  Voting Procedure
  1874.  
  1875. Amendments to the by-laws shall be made by mail ballot.  The Secretary
  1876. will mail the ballots to the membership within one (1) month following the
  1877. formal meeting at which the amendment was discussed.  Ballots must be
  1878. returned to the Secretary within two (2) months of the closing day of the
  1879. Formal Meeting at which the amendment was discussed.  A majority of the
  1880. votes returned within the above time limit shall be required to carry the
  1881. proposed amendment.

  1883. Section C  Restriction
  1884.  
  1885. The Association Secretary or other members of the Executive Board may
  1886. not edit proposals for bylaw amendment.
